Community Meetings

A reminder that two community meetings are planned at which the City of Minneapolis, Minneapolis Park and Recreation Board and development team will share an updated concept plan for the Upper Harbor Terminal site that has been revised and detailed to respond to input received from the community over the last few months:

At both meetings, there will be a presentation on the following topics:

  • The overall themes of the community input that was received this summer and fall

  • The revised concept plan (including how the plan responds to the overarching goals established at the beginning of the planning process), and how the revisions and upcoming process steps address the overall community input themes that were heard

The presentations will be followed by a brief question and answer and input period, but these will not be formal public hearings. Input may be provided directly to the City Council and Mayor prior to consideration of the revised version of the Concept Plan in January. There will be extensive additional opportunities for community input after Council approval of the Concept Plan, during the next phase of the planning process.

Both meetings are open to the public, and families are welcome. Refreshments will be provided.

What is the Concept Plan?

The Concept Plan is a step midway through the full planning process for redevelopment of the UHT site outlined in the Exclusive Rights Agreement between the City, Park Board and development team. The intent of the Concept Plan is to verify whether the City Council supports the overall direction of the planning before the process dives into the additional planning and analysis needed to prepare the more detailed Coordinated Plan.

The Concept Plan will allocate which parts of the overall UHT site will be used for parkland, infrastructure and development parcels. It will outline the anticipated phasing of development and a tentative Phase 1 implementation strategy. The basic aspects of several Phase 1 core components (e.g., location, land uses and tentative scale) will be proposed, as will potential land uses that will be explored for later phases of development.

Additional extensive community engagement will follow approval of the Concept Plan in order to refine and detail Phase 1 development (including park design and programming) and to make further progress on later phases. Work is under way to identify an updated community engagement plan that will allow a more collaborative planning process moving forward.

Next steps

The proposed minimum park boundary (included in the overall redevelopment Concept Plan) will be recommended to the Minneapolis Park and Recreation Board in January 2019.

The full Concept Plan will be presented to the Minneapolis City Council for consideration in January 2019.

As noted above, an updated community engagement plan including appointment of a community advisory committee is being prepared and will be presented to the Minneapolis City Council in early 2019.
