    We reward property owners who:

    • Agree to keep at least 20% of their building's rental units affordable

    • For a period of 10 years

    The reward

    • The City will help you get a 4d property tax classification for your property.

    • The City will grant eligible applicants $100 per affordable unit, up to $1,000, during the first year of enrollment.

    • You are eligible to apply for $50,000 a year to fund new energy-saving technology projects for your building.

    They want affordable rental units to stay affordable so:

    • Current renters can stay in their homes

    • Future renters can afford rental homes

    RE-Seed is a groundbreaking initiative launched in Fall 2024 by PPL, in partnership with a group of public and philanthropic organizations. Its goal is simple but powerful: to give emerging developers—especially those who’ve been historically left out of real estate ownership—a chance to own and manage small-scale affordable housing. At the same time, it helps keep these homes affordable and strengthens neighborhoods across the Twin Cities. 

    What RE-Seed offers:

    Property Improvement Funds

    • A $1.8 million fund for property improvements like roofs, windows, and heating systems

    Special Mortgage

    • A special mortgage from Land Bank Twin Cities with a low interest rate and minimal down payment

    Forgiveable Loan Down Payment Assistance

    • $50,000 in forgivable loan down payment assistance per property from the GroundBreak Coalition’s Entrepreneurship Program
