The purpose of the amendment is to establish authorized and regulated “safe outdoor spaces” for people experiencing homelessness. The amendment would allow safe outdoor parking to provide a legal, regulated option for people to shelter in their vehicles overnight in designated, managed parking lots. The City Planning Commission will meet on Monday, April 6, 2026, at 4:30 p.m., in Room 350 Public Service Center (PSC), 250 S 4th St, Minneapolis, MN. Interested parties are invited to attend and be heard. Planning Department staff will issue a recommendation to the Planning Commission. After hearing from the public, the Planning Commission will make a determination based on required legal findings of fact.
